Lee Chor Pharn

Principal Strategist, Strategy Group, Prime Minister’s Office, Singapore

Biography

As the Principal Strategist of the Strategy Group of the Prime Minister’s Office, Chor Pharn helps to steer and support the Group and agencies’ foresight research agendas, translate into strategy at whole-of-government platforms, build expert capability for a pipeline of strategists in the whole-of-government network, and forge strategic partnerships with foresight units globally.

The Strategy Group was established to strengthen whole-of-government coordination and better address medium- to long-term issues in a more complex operating environment. The Group houses the Centre for Strategic Futures, a think tank that pursues long-term futures research, experiments with methodologies, and builds foresight capabilities across the Public Service.

Prior to this, Chor Pharn was the Deputy Director, Futures and Strategy Division at the Ministry of Trade and Industry (MTI), overseeing strategic foresight and futures thinking to support economic policy analysis and development at the Ministry. His earlier appointments were in China, as the Deputy Center Director, China Office of the Infocomm Development Authority of Singapore (IDA), where he was responsible for increasing awareness and penetration of Singapore IT solutions and raising awareness of Singapore’s e-government capabilities for the China market. Other roles include international policy work on Singapore’s infocomm interests at APEC and ASEAN, and assisting local enterprise needs in going international.  

Chor Pharn is an ALP alumni of the Judge Business School, Cambridge University, and he has a Master's of Electrical Engineering from Cornell University.
